Position:Sr. .Net Developer

Duration:6-9 months
The senior .NET Programmer Analyst consultant will be responsible for designing and developing .NET custom applications for the Finance Division utilizing Microsoft .NET framework on Microsoft SQL Server database. The consultant will be working with the Manager of Applications Development and the Finance Division in a dynamic, collaborative team environment.
DESCRIPTION OF DUTIES
· Design and develop new .NET C# applications
· Maintain and support existing .NET C# applications
· Gather business requirements and provide written documentation, including scope of work, functional specifications, user guides, and user help screens.
· Coordinate schedules and resources with users and other members of the team during the planning, design, development, testing and implementation cycles.
· Work with users and the IT team to design the structure of the applications, the data flow and SQL data elements and stored procedures.
· Coordinate with quality assurance staff to ensure system quality and conformance to requirements and specifications.
· Coordinate with IT team and data owners to deploy appropriate user and access security controls.
· Utilize APIs and web services to integrate business applications.
· Provide application training and knowledge transfer to internal and external users.
Ideal Candidate qualities
· Strong C# developer
· Strong Microsoft SQL Server developer
· Strong Report developer in SQL Server Report Services or 
Crystal Report
· Experience with Microsoft Team System 2008 or above.
· Experience with prototype software such as Ironspeed.
· Excellent analytical skills on trouble shooting programming bugs and issues.
· Experience with Accounting Programs
· Experience with Microsoft® Dynamics GP
· Certified in MCSD, MCPD or equivalent certification.
· Good knowledge of ADO.NET, IIS, Java script, XML, and HTML pages Ajax.
· Good knowledge of Relational Database Management System (RDBMS) concept.
· Experienced on project management with the whole project life cycle.
MINIMUM QUALIFICATIONS
Education: Equivalent to a Bachelor's degree from an accredited college or university in Information Science, development and web coding, or equivalent in coding experience.
Experience: Five to eight years of .NET programming experience using C#. Five to eight years of Microsoft SQL server 2005 / 2008 development experience. At least 1 year of report development experience using Crystal Report or SQL Server Reporting Services (SSRS).
Knowledge of: Excellent knowledge of Software Development Life Cycle (SDLC), Software QA process knowledge, Object Oriented Programming (OOP).
Special Requirements: Ability to work as part of a development team working with business groups to ensure development is in line with business goals. Excellent communication skills with team members and end-users. Open minded and willing to learn new technologies.
The main objective of this SOW is to assess the needs of new applications or modules to be added or enhanced to the existing FMIS system; design and develop the required application or enhancement based on the assessment. The consultant will work with the CFO, Managers of the Finance Division, the CIO, and the Manager of IT Application Development to finalize the assessment; analyze, design, and develop the applications and enhancement. The consultant will hold weekly meetings to provide status and summary of the accomplishments to the Manager of the IT Application Development.
Task 1
CBDS v3.0 Assessment and Development
The consultant will assess and develop the new version of the development needs from the Budget & Grants Department. The possible change will include but not limited to the following items:
· Add a fund source management module.
· Add an expenditure management module.
· Approval work-flow module for each budget amendment.
· Additional reports
· Adding new user-friendly screens to eliminate unnecessary clicks on the screens.
· .NET platform upgrade.
· Database upgrade.
